Default Fuel Pressure Check?

Okay, this is not for my trans am. Actually working on my 96 Cutlass Supreme. 3100 motor. My car has been acting funny lately on startup..sometimes takes a little long to start up...and when it does...seems a bit choppy. So, i put a pressure gage on the shrader valve under the hood. Car is suppose to be 41-47 with Key on engine off. Mine is 15psi. Start the car and then it is at 35. Which after car starts if it is actually working right...the car should drop 3-10 psi once started according to the book.

Anyway, why would i have low on key on engine off like this, but then it seems like it is/would be within range once car is started?

Coudl this be the pump itself acting up? or is there something else that can cause this situation. And the fuel filter is newly replaced as well.

maybe weak battery or bad ground

coudl be grounds but my bet would be fuel pump, had to replace one in my old grand am

If it was a bad ground...wouldn't it run low all the time then regardless of started or jsut key on?

I think it is the fuel pump too, but i guess i am jsut wanting that second opinion. I wouldn't think a bad fuel pressure reg would cause this?
