The difference is in range of operating pressure not pump output. I always recommend the high pressure units. We are very competive on Walbro and have many in stock if you want to email me I can likely save you a couple bucks and make sure you get the right one.

Not 100% sure but I would think the high pressure unit would be for the fuel tank and a low pressure unit would be for a stand alone fuel system for Nitrous.

No there is an over pressure valve on the side of intank pumps that opens when the pressure goes high. This is to stop fuel lines from exploding in the event of an accident. With a low pressure pump this valve can open as low as 55PSI then some of the fuel is dumped back into the tank instead of going to the motor. With forced induction this is an easy number to hit the high pressure pump has a stronger spring that opens around 70 PSi or so to give it higher operating pressure.
