inline pump mounting

If you are mounting an inline pump. Just an inline pump .....not using any intank pump.
Does the pump need to be at the sump level or can just the suction side of the pump be at the sump level.

I want to mount the pump vertically......NOT horizontally ...so will the pump still function/suck if only the suction side is at the same level as the sump..
