fuel pressure regulator going??

fuel pressure regulator going?? has anyone ever had their regulator go.... my car misses at low rpms and is fine when im on the gas more.... the car is obviously dumping too much fuel in the low rpm range... you can smell the thing... would a messed up regulator cause this....
is there anyway to change the stock one without a whole new rail?

I wouldn't mind knowing if regulators go too. I'm talking about the regualtor near the tank.
Usually running the rails at 57PSI, has dropped to 40PSI, so thought it was the pump, then have seen 65PSI which points to regualtor.
If they go, whats a good aftermarket replacement, its it a straight swap for the stock one?
I think the item between the two fuel rails is to balance the pressure between the two rails?. I removed that and still have fuel rail reguation (most of the time)
