fule filter clogging

fule filter clogging can a clogged fuel fileter decrease that much fuel to my motor. Ive been noticeing that I have been getting leaner and leaner in the past month and I know Im due to change the filter so I was curious if the filter will really block that much flow?? Anyone know...
