pressure problem?

pressure problem? Hey guys my car is having a slight issue. Almost every time i start up it doesnt wanna kick over at all just cranks for about maybe 10-15 seconds. Im leaning towards the fuel pressure regulator cause when i tested it it dropped a good amount of pressure. Next would i have to drop the tank for this? Shoot me your opinions if you dont mind thanks.
