WTF is this noise?

WTF is this noise? I installed dual intank walboro 255's, removed the EVAP system, and am using the EVAP line for a return with a rail mount regulator. The car starts right up and seems fine. I haven't actually driven it though.
The noise is when I turn the key to "run", and is only when the pumps are on, or priming. The noise is definitely coming from under the hood. I have the pump relays wire directly to the battery, when I unhook them the noise stops. I can't here the noise with the car idling, it may still be there though, it's kind of loud.

I think I might just be being paranoid. Standing next to the car reaching in turning the key it sounds like the noise is coming from the front of the car. I just had my old lady turn the key while I looked around. It sounds like it is the pumps themselves, I got under the tank and it's coming from the tank. These pumps sure are a LOT louder than the single Racetronix pump I had in before.
I also tried closing the door and starting the car. I can still just barely here the pumps running over the engine. Is that normal with this kind of fuel system?
