pressure needle going crazy

pressure needle going crazy installed a racetronix pump/ wire harness and a stewart warner elec pressure gauge. the pressure needle just bounces around like its on speed. then it will stabilize then bounce around some more. sound like a gauge prob or a fuel pump prob? and the pressure is only about 52-55 psi, shouldnt it be a little higher with that pump and the hot wire kit?
