Default Fuel Pump Voltage Boosters

At what point do these devices need to be employed? To me they seem as though they are a mere bandaid to a fuel system that cannot keep up. If there is enough fuel being pumped from the tank, and excess returned at said voltage, does not the volume of the fuel system just need to be increased ( larger lines and rails) or is this primarily a concern for carbed cars?

They are to fix the pump when the pump is the bottleneck.
If the lines and rails are too small, that does need to be resolved.
If 255 liters per hour is not enough fuel, then a boost-a-pump can get you an incremental gain without having to go to twin pumps.

On the KB site there is a reference to testing larger lines and discovering that sometimes it was just an unnecessary expense. (to be taken with a grain of salt since it is from a seller of a booster as a solution...)
