Low fuel pressure

Low fuel pressure I have been having to crank my car over 3 or 4 times to get it to start for about the past week or so.However, if I just shut it off for a few minutes it fires right up.Checked fuel pressure today and here are the results.
Key on, engine not running: held at 15psi for a few seconds and dropped to 10psi and stayed there.
Engine running:30psi and stayed there at idle. When I reved the engine up pressure would rise 1 or 2 psi and thats it.
When I shut it off pressure slowly drops to 0 within a few minutes.
I thought maybe my fuel pump was going out with the hard starts but now I'm not so sure. What else would cause this? This is on my LT1. Sorry, I just realizes that I should have put this in the LT1 forum.
