question a friend bought a 9 for his t/a,my question is that the bearings are not pressed on.how far do you need to press them on and do you need to put on the brake bracket first
yep, brackets first
bearing all the way up untill they stop against the shoulder, then the wedding ring, if the bearing has a o ring on it the o ring goes to the out side next to the wheel

I do not understand this question.
if I understand the install info some bearings have the o ring which acts as a seal so no grease seal is needed, if bearing with no o ring is used then you must install a seal into the end of housing,
if the 12 ton is unable to seat the bearing then you have started the bearing cocked
or have a bur on the axel which is stoping the bearing from going all the way up
