There's no definitive answer. More torque will allow for a higher gear and/or taller tire. For instance, turbo Buicks came with 3.42 gears and a 26" tire. Guys who "step it up" usually just move up to a 28" tire. My turbo truck has 3.73 gears and a 28" tire and I can tell you, when you "hit it" you'd better be shifting out of 1st or it's on the limiter!
