Question Cross pin bolt stuck

I'm trying to replace my axles, but am having a hard time getting the bolt that holds the cross pin in place to move. I wouldn't think it would be this hard to turn it, but no matter what I try, the wrench (six-point 5/16") wants to just rotate around the head of the bolt. I'm worried I'm going to round it off soon and be out of luck.

How am I supposed to get this bolt out?

8mm turned (around the head of the bolt) easier than the 5/16".

Try heating the area around the bolt with a butane torch....get it good and hot. Then try breaking the bolt loose again. It might be in with red loctite which requires heat to release.
