Speedometer pulsates

Speedometer pulsates Above 45mph, the speedometer on my 99 formula pulsates 5-7 mph slower then I'm driving (ex....while driving 70, the speedo needle bounces from 70 to 63,64,65 then back to 70). I do a lot of freeway driving using cruise control and this abnormality causes accel/decel surging. It seems to happen after the car has reached operating temp and has been driven ~10minutes or so.
I did a search and came up with a possible bad VSS connection. Also, the gauge cluster was replaced at 20k miles ago for the "trip meter resetting TSB"
Any other ideas?
