i honestly don't see the LSA/LS9 motor being very good choice price wise for GM. they are in a bad enough shape as it is.
i think the z28 should have the following:
DI 6.2L V8 460hp/460tq
18in. chrome wheels
smaller brakes & rotors
carbonfiber body components
nice rolled spoiler(slp design)
z28 prototype aluminum or fiberglass hood
rear seat delete
3.90 gears
6spd manual only
solid rear axle
less electronics
more aggressive exhaust(2 cats, x-pipe, high flow mufflers)
custom CAI
3400-3500lb weight
36K-42K price tag

The last thing you want to do with a top performance model is put smaller brakes on it. The brakes the SS comes with are excellent, you wouldn't want to downgrade them at all. The weight savings from such a downgrade would not come close to outweighing the performance decrease. I also don't think the 18" wheels would fly, the car was designed for large wheels, and would look foolish with a 2" smaller wheel package. However, 20" lightweight forged alloys would be a good compromise.
I like your idea of reducing weight though. Just as the Z06 weighs less than the standard Corvette, the Z28 could weigh less than the SS. As you mentioned, significant weight could be saved via use of fiberglass, carbon fiber, and aluminum.
As for the powertrain, I don't think anything less than the LSA would suffice. People are willing to pay the premium to get the supercharged LS9 variant, whereas an LS3 with 30HP more is much less appealing. As for solid rear, won't happen, as the entire chassis is designed around the rear IRS subframe, and the design is already complete. Plus it would decrease handling potential, which you don't want on a car designed to complete on a road course. Cast aluminum control arms (like the Vette) would be nice though, and would reduce unsprung weight and improve handling.
I think the key is LSA, less weight, and a more track oriented suspension. Then it can beat the GT500, no questions asked.
LSA motor pushing at least 550hp.
Big brakes.
Diet losing 300+lbs.
Some suspension work.
Some custom body panels, like different hood or rear fender flairs for wider rear tires.
that would sell a Z-28, no doubt.
