Sounds like the voltage regulator to me... which is part of the alternator. Did you pull the alternator out and do the test at the local auto parts store?

I have a 99 TA and mine does it too. Blip the throttle a bit and the lights will flash. I also notice it when I shift while driving at times. Sure would be nice to figure this out.
If you come up with the solution, please post back here so that I know what to check.

Are you talking an actual on-off flashing, or just a pulsing, where they never turn off but just get dimmer then brighter?

If it's a pulse, I'd replace the alternator. That's what happened to my '02 Z when the alternator went. I replaced it, and all was perfect again.

it wouldn't be a bad idea to replace your battery/ground cables with larger gauge ones when you replace the alternator as well. my headlights will dim slightly when the rpms drop or when i had my sub turned up.
