Default Project Build question

My brother and I are going to be starting a budget project build with in the next year. He currently is running a 383 stroker making around 520hp. It's a old school 350 with a 400 crank and air flow research heads it has 195 runners as well. He built the motor in 2000 before a lot of the stroker kits came into production so my question is what would be the best block to start a new project with. We want to be making between 6 and 700 horse. I want it to have all forged internals with a low compression ratio for force induction down the road. We were thinking a 427 dart block so that there will still be some meat left for future build ups. A point in the right direction is really all we need. I'm new to actually building motors and he hasn't built one in 12 years so technology has ran away from him haha. Thanks for any help you can give.
