DoD Delete Kit Question

DoD Delete Kit Question So I have used the SEARCH function and found some answers. However, the Delete kits listed on Summit and assorted other sites list new head bolts & gaskets as part of "the kit".
Many threads listed here just mention swapping out the valley cover, cam and lifters. Do you need to swap head bots and head gaskets out? Is it necessary or optional?
Asking as I am looking to buy a 2008 5.3 that the guy says he "just needs to swap cam and lifters from a stock 4.8, fix the DoD in the tune" and that's all that is needed.
Thoughts?
