first off what are you trying to port? it is not an easy thing to do correctly. i wouldnt suggest trying to do it to anything that you plan on using. as for tool id say a
dye-grinder. no sure on how thats spelled. just be careful.

No flow testing = maybe better maybe worse.
I once had a book with a chapter titled "Can you port your own heads?"
It was an exact step by step with pictures where to grind where not to touch.
Those old cast iron heads grind like butter then you are covered in black dust.
Without good help I recommend you leave them to an experienced shop.
