Build number i used camarosource.ca to try and find my production/build number and it says my last 6 digits (12th-17th) of my vin number is the "seq. prod. #". i dont understand this because i know GM didnt make over 100,000 camaros in 99

You won't find a build number for a Z28, only the number it came off the assembly line. Keep in mind that the firebird was also build on the same line
