I personally took mine off and used new hose, because my elbow had cracked anyway.
If you are curious in this kind of thing, I highly suggest purchasing the F-Body Factory Service Manuals. (Sometimes you can get a good deal on eBay for these.)
From that manual:
"The PCV valve is connected to the PCV Heat Exchange Cable. The PCV Heat Exchange cable is mounted to the coolant crossover with a integral fastener. This cable transfers heat to the PCV valve to eliminate condensation build-up in the PCV system. This also aids in eliminating throttle body icing."
So, this cable will help keep liquid water from accumulating and either dumping in to the PCV system/crankcase or forming ice in the throttle body.
