What caused this?
i just swapped the old wheel to the new bracket.
nothing is stripped.
the shaft is shorter than is needed IMO but,
the new bracket is exactly the same as the old.

I kinda had that same senario happen, the back of the pully has a backing plate and it wasn't seated correctly, yet the bolt was tightened up causing the backing plate to be partially on and off the center section. At that point the torque from the bolt bent the backing plate and it appeared to be seated correctly. The result was it rubbed like your picture and the offset pulley driver cut the serpentine belt in to two pieces and the belt flew off.
Check your bearing/pully/backing plate assembly for signs of wear.
