Easy if you know how to take a steering column apart. The problem is most likely a shot return spring on the turn signal lever mechanism. (If not, it could be the cam.) The parts are in the Help! section of your local auto parts store and are pretty much the same on every North American GM car made in the last two decades with an airbag.
The catch is that you have to disarm and disconnect the airbag, pull the steering wheel, and remove the lock plate. (The later two require special tools and the first is dangerous if you aren't familiar with the system.)

I wouldn't mess around with taking apart the steering column unless you are a mechanic of some sort. If you take that steering wheel off and don't put it back on exactly as you did with no extra turns, your airbag won't go off when you get hit.
Actually, the airbag warning light should come on if the bag isn't hooked up properly. The bigger issue is making sure one doesn't activate the bag when removing it. They are loaded with rocket propellant and can take one's face off.
