Default Temp needle jumpy and no fans?

Ok i bought a 94 Z28 yesterday and the guy i bought it from said that he had damaged the sensor that goes into the drivers side head (that control the temp gauge)when putting it back in. Well now the temp gauge needle jumps around but at times it works and it seems at idle the car reaches temps of 220 - 230 degrees. I have not heard any fans come on.Are the fans loud enough where you would hear them kick on? Will this cause the fan not to kick on?
The reason he took the heads off was he had a exhaust leak and when trying to fix that broke an exhaust mani bolt off in the head so he pulled both heads and put new gaskets, deck the heads ect ect.
Thanks Matt

Read through this link on the LT1 fans, note there was a change in their operation starting in late '94, you can also jumper two pins at the DLC to see if they come on. Did you replace the sensor? Welcome to the board.

Are the fans on these camaros quiet? I just dont hear them kick on. The temp goes to about 230 ish holds for a bit then falls back very slowly to 215-220. Now thats at idle with no driving at all just sitting in my driveway .

You can hear them, but isn't it easier to look at the fans to see if they are spinning?!?!
