Another High idle ??

Another High idle ?? Can oil or grease on a TPS sensor can cause this a high idle ?? I just put a P & P throttle on my car and had to swap over the throttle shafts . When I did ,I put a little shot of white lube on the end of the throttle shaft . I have a problem with my engine going to 1400 -1500 rpms then dropping down to @ 1000 rpms in gear when cold and gets worse when its warm (@ 1100 in gear ) .The Idle is still too high .The idle is turned all the way down too . Didnt notice this until after the T/B install .Im going to check for a vac leak tomorrow .
