Default What are these wires?

If I look down near the front driver side fog light by the cruise control module, I can see a wire harness plug that is not hooked to anything. It has fairly heavy guage wires but I can not find anything to hook it to. My lights all work but my cruise control has never worked since I got the car. I have checked the cruise control switch, clutch switches and adjusted, brake switches, brake light, swaped all trany sensors with one that I know the cruise control worked. Took it in to the dealer when it was under warranty and they claim they changed the cruise control module but they couldn't figure out how to fix it either. Everything else on the entire car works perfect except for that. Does anybody have any advise or know what these wires go to?
Thanks
Duane

Do you have TCS? Because I don't and I removed my cubby near my center console and found a plug that had no home... I later found out that it is the wires for to TCS but since I dont have it its not plugged in.
