charging issue

charging issue new battery, new alt...car sits a few days and battery is drained. I know something is causing it, but where do i start first? everything is off, it does have an alarm system but i did not have it on. i notice when driving the gauge start out above 13 then starts to drop as i drive almost to red. the crazy thing is if i turn on the lights, the needle goes back up? wth? that seem backwards at best. what, were, why i don't get it.

try disconnecting the negative battery cable and placing a test light in line. once you have it secured were the test light acts as the ground let it sit approx 5 - 10 mins, that will be more then enough time for the pcm to go to sleep. if the test light does not get very dim or go out you have a draw. if it does get very dim or go out then do not have a draw. start there first.
It is not good that the charging system is not keeping up, but could be something as simple as the internal voltage regulatorin the alternator. let us know what you come up with.
