Default Headlight problem when releasing E-BRAKE

Hey everyone.

I have a 1994 Firebird, V6, 5 speed, and I'm in Canada.

When I release the e-brake, the dashboard lights automatically come on and the headlights will pop up if it's dark, which is normal.

However, now when I release the e-brake, the headlights don't pop up anymore. The lightbulbs turn on, and the dashboard lights turn on, but the headlights don't pop up. If I try to pop them up using the headlight switch on my dashboard, they still won't pop up. The only thing I can do is turn off the car, turn on the headlights FIRST and then turn on the car. It's kind of annoying!!

Any suggestions?

Default

I am thinking relay or switch, but i know the motors get finickey when they are going out, but they usually don't go bad at the same time.
