Default fuel pump?

Since there is no v-6 section, I will ask it here. I have a 94 buick lesabre, but for this purpose its been converted to a 94 firebird. When I accelerate, its really lagging. I know, I know its a v6 automatic, but unless I'm getting kind of deep in the throttle, 3 banger geos are putting off from the stoplight faster than me. If i accelerate normal, it putts along, then after a few seconds, it feels like it wakes up then starts going. I just replaced the fuel filter less than 1000 miles ago (it was doing this before then also)

Fuel pressure spec is 41-47 psi. I get about 38 psi right now. When I give it some throttle, it spikes to about 40-41, then it drops close to 30. I tried pinching off the return line when the car was at idle, but the pressure doesn't change. Sound like a fuel pump? The pressure does not bleed off with the engine off (I kept the gauge on for a little over a minute and there was no noticable drop).

Don't think it's the fuel pump. Could be lots of things.

Clean the MAF. Some other possibilities could be wires, O2's, ignition module, dirty injectors, burnt spark plugs.

3.8l V6 should have plenty of punch, even in a big Buick.

Any stored codes?

no code reader, but I guess I could do the paper clip trick? But, if I'm not in the min. spec for fuel pressure, wouldnt that indicate a fuel issue?

Its been awhile since I messed with the 3.8 but I seem to remember a lot of problem with the fpr. If that checks out I would definitely lean towards the pump. Why the firebird conversion?

lol. Its not in a firebird, it just "is" in this case so that I can post here. I keep hearing fuel pressure regulator, but it doesn't seem to make sense if it cant build pressure with the return line clamped off. or maybe it does...
