P1416 OBD2 Code Help

Last week, my 98 ss threw a P1416 code which is for the air injection system on bank 2 or passenger side. i figured it was a clogged check valve so i took it off the car and blew some compressed air through it to see if it was still working as it should. it felt like the valve was working. my next test was to compare how much air was coming out of the tube from the air pump on each side. the driver side felt like it had a lot more air coming out compared to the passenger side. is this normal? i don't know where to check next since, in my understanding the air injection should be working. i need to pass california smog next month so this is a big concern as they will fail me instantly since my system engine light is on.
