Default Wipers stuck in "up" position. Help?

I am not really a newbie and small issues like this arn't really an issue but this one has me stumped. I couldn't find anything with search so maybe someone can help. Every time I turn the wipers off they cycle down, then back up and stop in the up position. How do I fix this? I am guessing there is a sensor but I dunno. Any ideas?

it's the motor itself or the wiper board, the motor jumps timing, which is what i call it, there is something like a cam on the shaft, i don't know how to reset it so i just bought a whole new one when mine did that.

I thought these things might have had an optical sensor. Either way I am stuck pulling the fuse and using rainx to keep these things down.

i'm 99% sure there is no sensor, just a control board which is on the motor. it goes down and pauses for a split second? then goes back to the top?
