Fog light problem

Fog light problem Well to get right to the point, they don't work. When I hit the switch, I blow a fuse. So it should just be a bad ground right? Well then why do they work when my high beams are on? I can't really figure it out, granted I am not the brightest when it comes to electrical. Anything I should try or do? I REALLY want my foglights.
