gas problem

gas problem ok last time i was trying to put gas in my car, but the gas would not go in. the gas would stay on the surface where the gas cap goes and would not go in. does any one know the cause of this and how to fix. i also had a hard time starting my car after this happend. it would just stutter. thanks
