Smog issues.

Smog issues. I hooked up my OBDII scanner to my '96 Caprice and I get a reading of 0174: "Mixture too low, O2 Sensor Bank 2".
Is that the sensor on the passenger side of my car? I had a huge leak issue with my external coolant pipe which was dripping right onto the O2 sensor, but I fixed that leak. Now when I start my car up after a long sit, it doesn't fire up easily. Did all of the water leakage cause the O2 sensor to crap out?
