Default intermittent power steering pump

My power steering pump on my silverado 2500 was getting weak. I thought it would be a fun learning experience to rebuild the pump because I built transmissions back when i was in tech school. Well it didnt turn out as well as I planned...

The building process wasnt that bad and I followed the directions to the tee. Now when I start the truck, i have absolutely no power steering or power brakes (hydroboost). If i rev the engine, everything will work fine, but it howls/grinds LOUD as if it was bone dry.

Now.. if I let the truck idle for about 5 minutes straight.. the pump barely makes any noise at all and works perfectly! I have no clue what is wrong with the pump. Ive flushed the power steering fluid and bled the system twice. Does anyone have any clue as to what went wrong?

I'd guess its a sticky pressure relief. Did you rebuild that in addition to the pump bearings/seals?
