Default takes to long to turn over

having problems with it turning over completely.
these are the symptoms.
takes about 5-7 key turns for it to turn over and get car running. no security light.
when it turns over. it runs fine. opti is new. new spark plugs. new battery. battery is tested and has 18v. ICM is 2 yrs old. Coil is also 2 yrs old.
I get spark. as for the fuel, i get around 12-15 psi. dont know if the fuel pump is bad since when i get it running it, car runs fine.
I drive it for almost 1 hr to work.
takes around 5-8 key turns for it startup on cold startups. i get not security light at all. alternator and starter have been tested at autozone and both passed. me and my father tested the starter while it still in car, just not pushed in flywheel. he said he saw it not turn and this was on a warm startup. can the starter be slowly dying?
what other things can i test.

have the starter checked by someone else. I want to say the fuel pressure should be around 50psi though.

funny thing is. when i take out the CAI and spray some starting fluid. car starts right up and stays running.
im also going to chaned the ICM and Fuel filter. Just to rule them out and go from there.

is there a way to check if the fuel pressure regulator is bad?

so i changed the fuel filter. helped a little. also forgot to mention.
when car is off, gauge reads 0 psi as soon as i get car started it reads about 20.
im guessing fuel pump is having issues?
