Default C5 AC Problem

I recently bought my first C5 Vette. I was hoping someone could point me in the right direction with some help with the AC. The car is an 02 with the dual zone digital controls. It will not switch from BiLevel (dash vents and floor ). The blower works fine at all speeds, but it wont switch between the different vents. It shows in the CarFax that the ac controls were replaced already. With temps around 105 here in central TX, Im burning up driving around because half of the air is coming out of the floor vents! BTW, ac blows plenty cold out of both sides. Any help is appreciated!

They are old school & use vacuum actuators.
But the HVAC contoller & the vaccum controll assembly send vacuum to the actuators for mode operation. Need to tear apart the dash & test componets + vacuum lines etc.

Could replacing the control panel have been the dealerships lazy way of trying to fix the problem without having to do any troubleshooting, just start throwing parts at it???

I have only had it a week now, but no, it has been doing this since I bought it. The panel was replaced at 89xxx, and it has 99xxx on the clock now.
