Default non ls cooling question

my neighbor has a late 90s or so chevy cavalier. he is having a problem with it over heating. he said his fan was not coming on but when he hooked the battery straight to it it would kick on. I told him i would check his thermo first. but does anyone have any ideas. If the thermostat was closed, would the computer still send a signal to turn the fan on?

T-stats are not linked to PCM's. They are mechanical and operate by temperature.

Check the fan relay/fuses.

Possible PCM failure.......or maybe an issue in the fuse box where the relays are. I'm no electrical expert, but check the currents going through those relay slots.
