Default brake problem

So I am having a bit of an issue with breaks on my 2000 camaro. When i pull the e brake lever the rear brakes do not engage. I had an oil change done at the dealership recently and they said that my rear left brake was catching because the wheel was hard to rotate around. There is also a bunch of brake dust and oil on the inside of the rim. When driving the car you can also feel the brake catching. My questions are how can i fix the e brake issue and is the brake catching possily connected to the e brake not working?

eBrakes not catching is a classic sign of them not being properly adjusted the last time the rotors were replaced.

If your eBrakes aren't grabbing - they can't be your problem. Its most likely a bad caliper for your normal brakes that is dragging.

The eBrakes don't use fluid, so how that stuff got inside the drum is a mystery.

to fix the problem you need to know what is and isnt working correctly, example- new e-brake pads or adjustment. and for the oil that could be a leaking axle seal, it is a pain in the butt to fix but not to complicated very stinky.

ok so how do i adjust the e brake? Can I adjust it underneath the car instead of at the brake handle?

it should have an adjuster like drum brakes, and while you are in there use some brake clean on the grease.

I cleaned off all the crud and there is fluid leaking from the wheel hub so that sucks

The adjustment has to happen on both sides of the car wth the wheels and bake rotors off. You adjust until you get 2-3mm of play at the lever at the back of the plate when the rotors are back on.
