Had that problem on my brothers v6 camaro. Used the specific sized wrench and everything

Used my large vice grips and tapped them with a hammer till it finally budged and I was able to get it off

I had the same problem on my Grand Prix that I bought used. Ended up taking a knife and just cutting most of it away. Good use of a hour
