Default Headlight Level/Travel - Help

I did a search and didn't come up with what I needed to help solve my issue so here goes..

My headlights did the jack hammer crap so I went to top solutions and got 2 brass gears and put them in. Lights go up and down perfect except one light is going up higher then the other... When I have them up my passenger headlight is more pointing to the ground as the beam is focused on the ground and not farther in-front of me.. "No the headlight it self does not need to be realigned", it has to do with the motor/arm to let it raise higher or something as my driver side like mentioned comes up higher and I can definitely tell when sitting in the car and looking at the tops of the lights, I used to be able to see both of them when i sit up high enough but now only drivers because of the issue im having. So if anyone knows how to adjust those id appreciate it THANKS!

Look at the arms that lift the headlights; sounds like one is bent or the stop-bar is missing.
