Default Power steering pump squeak

Hey guys. Since I've gone turbo I've noticed a bad squeak coming from my power steering pulley. It is definitely RPM related. Once it is warmed up, it doesn't squeak much at idle, but gets much louder as the RPMs climb. When cold, it is also quite loud.
I had to replace my accessory belt with a longer one since I moved my power steering pump up and in quite a bit to clear the hot side. When I put the new belt on, I noticed that the tensioner didn't move back much once I released it when the belt was on. Is it possible that I didn't get a long enough belt and there is too much tension on the power steering pulley? I can't really think of anything else since it didn't do this before I replaced the belt.
