2000 z28 starter issue

Default 2000 z28 starter issue

Hey guys I have been having issues with what I believe is my starter. Sometimes it will fire right up and others it takes up to ten min of key cycling before she fires up. I went and checked out my starter and the guy who sold it to me welded it and didn't bother to tell me. So now it's my problem. From what I can see where the actual bolt threads into looks like one big glob of weld. Iv done a lot of research and mostly found the answer to be getting a new block. This is my dd and not in my budget as of now. I think I could save it if I drilled through the starter bolt to at least get it out then retap the area the bolt was. I believe the bolt is a 3/8 16 thread so I would drill with a 5/16. Any one have any advice on this?? If so I'd greatly appreciate it
