inefficient CAT code The reason it's throwing the code is obvious, but I'm just wondering if the fact the light is on is telling the comp to hinder the car in anyway?

I tried clearing the codes with a hand held code reader but they came back right away. Do I need a tuner to be able to permanently turn off the o2 and clear the code?
