Default AC clutch not engaging

I drained the system, added a bit more than a can of fluid, checked to see if there was a signal to the plug that hooks up to the side of the compressor and i would get 12v when the ac was on and 0 when off but the clutch wont engage.

Could this be a vacuum leak of some sort or the pressure switch? I was under the impression that if i was getting signal to the compressor, all conditions are met for the clutch to engage.

Any help would be great before i take it to the shop.

Thanks

12 volts signal at compressor. Does this mean all conditions were met for the clutch to work and because it doesn't, my compressor is done? Thanks
