spark fuel no start

spark fuel no start so i did this test and i get good spark and fuel( injectors pulsing and coil in receiving signals and sending spark to plugs), however, i put it all back together, WITH A NEW OPTI HARNESS, and I am now getting no spark. its a 97 z28. Im lost. the VATS is bipassed. new ICM, MSD coil, brand new Duralast and MSD, have checked all the grounds, all the wires. IT IS GETTING SPARK IF I SPIN THE OPTI BY HAND but wont spark when i put it back together. rockers are moving so not timing chain. totally lost on this. I am in Germany with the Army and if i cant get the car running in 2 months it is not coming home with me.
the problem started while driving, it sputtered and flooded and had no power if you gave it any kind of throttle. went to replace O2s and found simulators due to no cats on the car. put new O2s in went to start and got nothing.
opti only goes on one way. both optis give spark KOEO if spun by hand, all wires are getting correct readings according to shbox.
