No start....sometimes

No start....sometimes So here is the issue.....'99 LS1
If you drive the car for say an hour, park it, most times an hour later it won't start. If you wait say 6 hours, it will start like nothing ever happened. There are no engine codes. Finally got the problem to repeat itself tonight so I could check some things. Had this problem before replacing the stock pump with a racetronix and new Delphi regulator, still persists. There is pressure at the rail, there is spark on all plugs, and every injector is receiving pulse.
I have attached a video of the pressure at on and start-up. The pressure within a minute or two will drop to just about, if not zero.
It is not security or fuse related.

No start....sometimes No, the pressure should not drop that fast. I'm not sure about LS1s, but FPR could be the culprit if you have one.
When the engine is running, what is the fuel pressure at idle then at about 4k rpms?
