Default starting problem and electrical/fog light problem

so im getting ready to put the ol TA away for winter and these are the 2 main things I need to address at this point

the starting issue
I did the vats bypass 2 or 3 years ago by putting in the resistor and all that good stuff. my problem is, sometimes it starts and sometimes it doesn't. power goes to the battery cause the cables are hot (don't ask me how I found that out) and there is no crank. I turn the key and silence. I notice the security light is on. usually after about 5 minutes of trying or just sitting there with my head in my hands itll eventually start. it is VERY inconsistent.it seems like almost every time im home, it starts right up. then when I go to leave work for example is when it doesn't want to start, but again that's only half the time, the other half of the time it starts no problem.

the fog light issue
they just go off! I have HID lows highs and fogs. had them2 years now. first year there was never an issue. this year the fogs go off whenever they want. one thing I did notice is that they are much more prone to going off as soon as a press the brake pedal. almost like the power being drawn to the tail lights is too much and it cuts out the fogs. but if I turn my music up (500 watt alpine amp) it doesn't seem to affect anything. I don't notice them going out or any lights flickering or dimming. occasionally the fogs will go out even without applying brakes but it is rare, 90 percent of the time the brakes cause them to go out. then when I flick them back on they usually just flash on and then go back out. I have to turn my headlights off, then turn on the parking and fog lights, then the headlights too have both heads and fogs on.

one thing my car does seem to suffer from and I don't know why Is corrosion on the battery cables. this seemed to have caused my car being so slow to turn over which I posted on here about back in early march. when I scrub all that off (usually the positive cable) it seems to be quicker to start and not so slow, but im not sure if that would have anything to do with my current issues. like I said I try to keep it clean the best I can by scrubbing it with a brass brush when needed. for the fogs im thinking I just don't have anough power although the battery is only 2 or 3 years old. but I really don't know that's just my guess. as for the starting im pretty much clueless, id guess vats but like I said I did the bypass for that a few years back..
