Likely yes....but....troubleshoot first before you swap it. Easiest thing to do...jack the front end of the car up so the front wheels are off the ground...make sure the steering wheel is locked (key out) and grab each of the front wheels and try to turn them in an out like they do to steer the car...see what moves. It's possible but probably unlikely that your tie rod ends are badly worn out where the shaft of the rod end connects to the spindle. It's also possible but unlikely that your tie rods are stripped..but its just too cheap and easy to take a few minutes just to find out. Even if your rack is partially worn, that plus worn out tie rod ends multiplies fast as far as play in the steering.
