It's called a Bumper Bolt. It's also a hard part to search for because you get a lot of results for a plain "Bumper"...
Have you tried the usual places like a GM dealer or Classic Industries? (Because of the search issues on the latter, you may need to download the .pdf catalog and then go to the headlight section to find it.)
